Instead of building HOMES for necessity, Why do cities Limit Residential Areas and restrict new Construction?
actually, it increases the value of the land when you limit supply. thus raising taxes and bringing more income so, at the cost of tax payer money we increase the homeless and give a portion of society the "shaft"and ruin their ability to pay for the higher cost all in the name of a better way of living

- Infrastructure. All facilities, water, electricity, etc., must be in place to handle the volume of people. Costs big money and takes a great deal of time.
- The infrastructure of any city is supported by tax revenue. Any municipality can only support so much growth, and they may have decided to restrict growth and ensure the quality of life for its citizens. Uncontrolled building and growth usually results in an unattractive and blighted neighborhoods.
- As the others stated, infrastructure. You cannot just randomly build, there has to be sufficient resources in place to supply utilities to those neighborhoods.
